recently plastered and painted kitchen walls,flaking paint

We have recently had the kitchen re plastered and have painted the walls with proper sealer and kitchen emulsion. After a few months we are noticing that just above the skirting boards the paint is flaking and crumbling. the plaster seams fine and the wall does not feel damp to the touch. Also the wall is an internal brick wall.
Can someone please identify what the problem may be?

Fully plastered (ie bonding coat then finishing skim) or just skim?

How long was it left to dry out before you painted it?

What "sealer" did you use?

The paint has obviously not adhered to the plaster. Answers to abov questions will help determine why.

Kitchen paint is just marketing hype BTW - ordinary trade vinyl mat or soft sheen is fine.
