Guttering causing damp on exterior and interior walls

I live on the north sea coast which is constantly being battered by high winds.
When this occurs, water is forced out of the guttering, and onto the exterior wall.
There are now damp patches and black mould forming on the inside and outside walls.
What is the best way to deal with this, and is it something I could do myself?
