Do tiles act as damp proofing?

When we had our cardean fitted in our hall we were told to take up the original tiles so that the latex screed could go straght on to the concrete to give a nice smooth base for the cardean to be laid on. Now we are having problems with damp which is lifting the latex, our builder friend has suggested that the tiles could have been left down as they were probably acting as damp proofing. Is this right and does the flooring need to come up and have a damp proof sealant laid?
