Damp

Hi
I have bought a ground floor flat built in 1975. It is in a block of four. The 2 flats to the left are offset by being back by about 5 feet. At the back the person before had put the ground level 2 bricks above the dampcourse. I have removed all this and it is now 2 bricks below. I have been away for a week and of course it has poured with rain. The tenent has said that the wall between his flat and next door has damp on the internal wall. I checked and it is spreading along the skirting and up the corner if the outside wall and the internal wall.It has jumped to the wardrobes and clothes are getting damp.
