Condensation in flat

We rented out a 3 bedroom 1st floor flat just 5 months ago and the tenants are complaining about condensation in the living room and all 3 bedrooms.
We got a damp company in to assess the issue and their solution is to install 3 passive ventilators (1 in the lounge and the other 2 in bedrooms) with a positive input unit in the kitchen.
My late father lived in this flat for 20+ yrs and never had a damp problem although we had new double glazing and a new combi boiler installed prior to letting the property. Also I'm sure there were vents in the walls that have been plastered over in the re-furbishment.
The passive ventilators offered are £1550 installed so I want to make sure it's a good solution. I am wondering if re-opening the old vents would give the same result?
