Soil between the floor and wall

I recently pulled up the tiles on my kitchen floor, underneath was concrete as expected, but when i removed the rotten skirting boards i discovered there is a 1-3 cm gap between the floor and the wall that seems to be filled with black soil. I dug down 2 inches and it was still soil.
How or what should i do about this gap
Should i just fill with concrete :?:
is this gap the cause of the damp in my kitchen :?:

I suspect you are in an older property - probably one which used to have a dirt floor. Someone has laid a concrete slab but not bothered to remove the skirtings when laying the concrete.
You need to check for damp in the floor and see if a DPM has been installed, if not ignore it or dig up the floor and lay one incorporating a dpm.
