Damp on gable end wall

We built a downstairs bathroom a couple of years ago and have started to
encounter a problem with damp on one wall, which is very cold to the touch.
This wall is a Gable end wall and i have recently put i a extractor fan on the offending wall.
I noticed that when drilling the dust off the brick was wet and not dry. i have looked at next doors guttering and it looks quite old so i'am thinking that the water during downpours is running onto our external wall. Could this be the problem i'am having. If so what should i do to fix the problem once i have have had a word with my neighbour about his guttering.
The pointing does not look to bad, but should i get it repointed once the problem is fixed?
