Isolated and Localised Damp Patches Around Corners of Window

I get small localised damp patches right in the corners of one window when it rains. Any ideas what it could be and how I can fix it? I replastered which has highlighted the problem which was previously hidden underneath tiles. See pics below. Many thanks!

sealant has not been used to seal the frame to the cill, water is pooling behind the frame.
inside,Drill a 10mm hole in the plaster, where the frame meets the window board,in the wet patch, and squirt expanding foam into it.
Also seal the outside with clear silicone sealant all the way around the window.
