Damp Ground Under Floorboards Causing Damp on Interior Walls?

Hi, since moving into our house 18 months ago we have noticed damp at the bottom of the 3 interior walls under the stairs. The damp shows through on the other side of the walls in the dinning room and front room.
This morning I decided to take of the skirting boards and lift the floors boards to see if it was a leak on a radiator pipe as all 3 walls each have a radiator on them and the pipes go under the floor.
I did not find any leaks on the pipes as all the insulation around them seems pretty dry, but the ground under the floor boards is very damp. It does not seem to damp on the opposite side of the room next to the exterior wall.
I will upload pictures. Any advice as to what might be the cause of this and what (if anything) can be done without spending thousands of pounds?
