Damp on Party Walls in Mid Terrace 100 Year old Property

Hello,
I've searched the many damp issues on the forum, I thought I would start a new topic so I don't invade anyone elses issue.
I have a tenanted property in a mid terrace house approx 100 years old.
They are having issues with damp on the ground floor, mainly on the party wall. The walls are solid brick construction.
I have uploaded a picture, hopefully you can see it.
My question is, what type of damp is this and how do I deal with it. I'm unsure if the property has had a dpc, I guess not.
I assume that it needs one. Just checking that's the best plan.
