Insulating Sectional Garage and Issue With Mortar Fillet at Floor Level

I am putting insulation in a sectional concrete garage.
My problem is that at floor level there is a fillet of mortar covering the join between the walls and the slab. This fillet slopes inwards for about 100mm down to the level of the slab, a bit like skews on a roof, but wider..
I want to frame out the walls but this sloping fillet is right where the horizontal base timber needs to go.....
Do I
A) Slap it out and run the DMP right up to the wall and up
B) Mix up a bucket of gobbo and level it off so that the 3x2 sits flat on top (worried about cold bridging here......)
C) Wedge the 3x2 level and squirt foam into the gap under it (lorra wedges for 40m of wall!)
D) lay the 3x2 on top following the slan tand cut the studs to fit the angle......
