Damp Cupboard and Bad Flooring Causing Damp Smell

Hi there
I moved into a new flat and there is a damp smell going on. The flooring is new throughout the place and it's very well jointed.
In the basement I can see that there isn't any concrete under the floorboards, so it might be some smell coming through the wood itself.
However, one cupboard in the smaller bedroom is a mess. The whole room smells of dampness and I think this is what makes the whole property smelly.
Could you please tell me what materials can/should I use to fill in those gaps?
The thicker pipes on the right are very hot, the rest is cold.
