Issues After Painting Damp Concrete Floor

Hi,

So I was about to paint the concrete floor of a small shop, foolishly not first thinking, is it damp? So I went right ahead and primed it all with PVA and lo and behold...yup, its pretty damp, PVA not drying too well and not bonding properly.

What are my options now? The client ideally wants the concrete floor painted. What can I now do to the floor, which has been rollered up with PVA, to make it paintable?

Can anyone recommend a liquid DPM perhaps, that can be painted but will also be fine going onto the PVA'ed damp concrete?

All ideas and suggestions are very much appreciated.
