Damp and Blistering on Bedroom Ceiling and Wall

Good day to all.
Have a question and need some help please, before calling someone out. I have notice blistering from our bedroom ceiling and wall but no colour change to the exterior wall to the out side. Above is a guttering system that is built into the roof. There is a watermark in the room next door which is a bathroom with shower. What would I need to do to sort this out, I have a very anxious other half, thank you in advance.
