Solutions and Help to Fix Wet Concrete Floor

There is water on my concrete floor in the kitchen. The house was built in the 70's. There are no visible leaks but the stop cock (in the next room) had a leak and has been repaired. I've broken a small amount of the concrete away and it's sandy underneath. I assumed that the leak from the stopcock had been there for years prior to my purchase of the property, hence the wet floor. I left a dehumifier there for several months and it appeared to be drying out. I had the floor screeded a few months ago and new vinyl laid. The vinyl has lifted all over and there is water under the same corner where I viewed under the concrete. The property is ex-council and I'm not sure that a damp-proof course was laid. My insurance does have track and trace but I'm not sure which route to go down...... please can anyone offer some suggestions.
