Damp Issue With Paint Peeling off of new Plaster?

Hi
I may be asking the obvious but i am having issues with newly a newly plastered\painted area on the Landing

The wall was re plastered at the start of the year and painted well after it had dried

I have started getting issues with an area that started to peel and i thought it was some sort of reaction to something in the plaster. I peeled it off and repainted, but it has reappeared with a vengence

I think it is probably obvious but there's no obvious damp there apart from the peeling and the white "Fungus" which is why i have my doubts about it being caused by damp

That part of the landing is at the back of the house so is closest to the roof. I did have some work on the flashing done over that area a couple of years ago but have had no obvious issues since

This might seem out of the blue but are your gutters blocked at all? If they are, water can't flow away from the house and will end up flowing down the sides of your property, eventually leaking through walls and causing damp, much like what you're experiencing. Just a thought :)

I did actually have some work done on the gutter that is close to this area, about two months ago
I have had them back since my original post and they are happy that there's no issues with my roof and suggested sealing the plaster
It has also been suggested that it could be salt in the plaster
Due to lack of time on my hands lately,i haven't been able to try sealing or salt neutraliser, but worth a try ..I think

That doesn't look right at all...
What was the wall like before the plastering?
Someone once told me - 9/10 the problem with any structure is water-based...
