Advice Wanted on Black Mould Plan for Bathroom

Situation
Small bathroom, tiled floor to ceiling, 2 small obscured double glazed windows extractor fan, shower over bath, toilet, sink, units, halogen spot lights (recessed).
Problem
Black mould on tile grout, around bath (on sealant), around white upvc windows, frequently repainted ceiling (with anti mould paint), fan clearly not up to job, even with opening window after bath/shower use.
Proposed Plan
*Plastic cladding for ceiling, with LED lighting replacement.
Q - suggestion for best choice of cladding, thoughts are satin/matt white, DIY fit.
Q - what to do to prepare the cieling with the mould on, before fitting the cladding.
*Wall panels/cladding (not white, no decision on colour yet)
Q - panels would form part of walk in shower and go behind a radiator - advice requested on best choice of panel, DIY fit (no skirting board, flush to ceiling panels).
*Replace extractor fan
Q - advice requested on very quiet, high capacity extractor system - through the wall type.
