Damp patch on outside cavity kitchen wall

Hi, I have had this damp patch on the kitchen wall (outside cavity wall) since February this year, it has grown in size very slowly. So far I have had a builder out who suggested its the missing mortar from the outside brickwork so he re pointed an area directly above and around it. I hoovered the bubbled paintwork off and drew a line around it but it continued to grow/bubble moving towards the window.
I asked a 'handyman' to help and he said as the bath runs along the wall directly above that it could be the sealant, so I had it resealed about 2 months ago but it is still bubbling the paintwork each time I hoover it off. There are no stains or patches on the ceiling.
Could anyone advise please what type of trades person would be able to assist or what type of damp this is.
