Damp and Mould Issues in Ground Floor Flat

I'm just wondering if someone could offer some advice. We have lived in this ground floor flat for 11 years and had damp issues which we were always told it was condensation. It seems to appear like you can't hold furniture in the property as it begins with mold growth shortly after and starts from the ground spreading upwards. After a damp survey we are told there is moisture in the floors, the skirting boards are damp, furniture is moldy, flooring is lifting up and there is mould underneath vinyl in kitchen and bathroom, mold behind all kitchen cupboards on external walls, mold behind panelling in bathroom were pipes are. All mold growth is at low level, paper peeling at low level etc. We are waiting for repairs however I am wondering what is causing this dampness rising outside on the external walls when it rains. We were told this was due to the guttering however now this has been cleaned we are still having the issue. Is this penetrating damp or capillary action or something else? Will the water be making its way into the property? None of the other properties appear to be affected so any advice would be much appreciated.
