Do I have damp causing paint to flake off on external wall?

I just moved into a house. I was painting the inside face of an external wall and the paint flaked off. The issue is so bad that I'll need to remove all the paint to achieve a good quality finish (large chunks just pull off). After sanding I noticed some discoloured plaster which I thought was damp, however, moisture measurements taken during the survey did not indicate any damp. From the pictures provided, does the wall look damp? If the issue is not damp, what else could cause all the paint to separate so severely?

Hi, there is no picture uploaded.

If its damp, there are sealant paints you can buy or sealant compounds that you can paint onto the wall before painting with the finished paint.
