Damp understairs floor wet walls dry

Hi, an issue we have is a Damp smell and the wet floor under the stairs. walls are bone dry, expert says its due to condensation - we need a solution a permanent one not just to plonk a humidifier on we were thinking of putting a window in the bathroom then open up under the stairs insulate the walls and use thermal boards or plaster, etc to open up the area also add a heater electric one near the socket that will be on a timer to go on and off now and then to keep the area warm and ventilated. would this work do you think? we were thinking after opening up under the stairs we would underlay and carpet that patch area? would be more vigilant with keeping doors open etc for ventilation. please your thoughts and solutions would be much appreciated I will attach pictures.
