damp in kitchen

i had a new kitchen installed last summer; the old wall cabinets had dark patches of damp behind them which the builder assured me would dry out. the plastering was done about 4-6 weeks later and i decorated, having sealed the plaster first and then using a kitchen/bathroom paint.

since then the paint has bubbled up and now the plaster is turning to dust on the wall. This is all at a height of about 1m50cm.

the house had a damp course installed about 5 years ago.

can anyone suggest what i need to do?
