damp outside wall

Hi, I have a problem with one of my garden walls. We have just painted it and the bottom five or six layers all the paint have just slide off. I thought it was just too cold when we painted, but on re coating the same thing has happened.I seems to be quite damp. Does anyone know how I can seal this?

I think you are writing about a garden wall?
Garden walls are often built without a damp proof course as a wall being damp is only natural.
The solution is to use a lime based colour that will be happy on a damp wall.

Yes it is a garden wall.
Can you get lime based colours in ordinary DIY shops? Are there specific makes?
