Cant't find an answer What can I do with damp walls

I'll keep this as short as possible.
1900 terraced property solid wall construction.
Previous owner re-plastered all walls with plaster board dot and dash.(badly done)
D.P.C installed to 3 feet rising damp cured.
Further damp appeared higher up walls past D.P.C. where adhesive was used when attatching plaster board straight onto bricks.(internal and external)
All plasterboard removed back down to brick.
What can I do now. How should I replaster the walls to stop the problem coming back?? What mix should I use ? Can I apply anything to the bricks that might help
