Painting Interior brickwork

The bathroom walls in my new flat are brick, which over the years have just been painted on, I'd say there are about 3-4 layers of paint on them.
The paint in areas near the bath is peeling, and in most other areas the paint is cracked.
The area directly around the bath is tiled, and thankfully in a good state, but the walls need attention.
Can someone tell me the best way to go about this?
Is it okay to go over the walls with some fine sandpaper? I'm concerned that there will be some areas where this will take off all of the paint layers and expose the bare brick.
Any advice any of you can give, about this as well as what materials to use etc, would be gratefully received.
