How long should I leave the newly hung wallpaper before painting? Thanks

You can paint it whilst it's still wet if you want. :) :) :)

Don't worry if you get bubbles appearing in the paper when you paint. That'll be because the moisture in the paint makes the paste go live again. It'll shrink back when it dries in most cases.
