Painting over old paint and making it look new

We are redecorating our hallway and landing but the skirting boards are old and have been painted over and over again. The paint is chipped and some of the chips have been painted over in the past. What is the best way for me to make the skirting boards look like new, I think it will be too fiddly to burn all the paint off, there are too many skirting boards and we have parque flooring which I think will be at risk by a paint burner. I don't think I have the arm power to sand the paint off and again, if I used an electric sander I think the floor will be at risk.
What is the best way for me to tackle this problem. I hate our hallway, it always looks bodged, I want it to look clean and neat, that's all, not flash, just clean and neat.
Any ideas?
