Papering over Damp Proof Paint

Hi, I am currently working on my place and the person who lived there before me had painted some kind of damp proofing paint on one wall. I am trying to line the wall and will then cover the wall with wallpaper. Need for lining is due to a few uneven surfaces. The lining paper seems to keep bubbling up. Is there a special paste I need to use to counteract this? Or does anyone have any tips to get round this. In need of an urgent reply.
