Plaster and rendering come off with the wallpaper

Can anyone tell me why the plaster and rendering comes away with the wallpaper when we redecorate. It started with a small area below the window, but now after about 20 years of decorating, it has moved around to the inner walls. What can we do to stop it? We have replastered so many times it is getting annoying.

If the plaster is blown its blown and there is nothing you can do to stick it back on. Many people get this problem because they leave the head of the steam stripper in one particular place for far too long. The heat and the steam does the damage so they are actually doing it themselves.
