Painting a ceiling that has been plastered

I have just had all ceilings replastered in my property. I have waiting 6+ weeks until painting them to allow them to dry and have used a water based paint to try to seal the ceilings.
All of the ceilings are fine with the exception of one room, where a number of two pence piece size stains are showing through the paint and of the colour of the replastered ceiling.
I have now put on five coats of paint and they still come through - very unsightly. A friend has suggested applying a coating of damp proofing to this ceiling, but I am not sure if this will work - any help would be gratefully received.
