Prep-work for painting over painted plasterboard

Hello All,
I want to paint over plasterboard. At the moment:
- The plasterboard is painted with paint of unknown source.
- There are some wallpaper decorative strips that I will be taking down
- I've noticed a couple of places where the paint has bubbled (very small areas, seems like the paint didn't stick properly?)
- I removed a decorative fake fireplace which left about a square meter of untreated (i.e. not painted) plasterboard behind it
What plan of action would you recommend?
