Epoxy garage floor paint

I have painted my garage floor with a 2 part epoxy floor paint. I'd had the paint for a while and it seemed to mix and go down Ok. However, whilst dry to walk on, it's still a bit tacky underneath and anything placed on the floor becomes stuck to it. I am considering overpainting it with a 1 part normal floor paint. Screwfix sell some by Leyland. My second choice is to buy some rubber interlocking floor tiles i have seen but they are not cheap. Any advice would be greatly appreciated.
