painting polystyrene ceiling and coving

I am doing up my house to rent and have a polystyrene ceiling and coving in the kitchen. they don't appear to be tiles, it seems to be the rolled stuff.

Is there a fire retardant paint available for me to paint over?

Rolled stuff? Emulsion should be sufficient.
