Lining Paper Not Adhering To Walls

Ive just decorated a room for someone. The walls were previously painted with what looked like a silk paint. I used a remover to remove all the paint from the walls (as recommended on DIYDoctor) right back to the plaster. I washed all the walls and prepared cracks etc. After all this I then put up my lining paper, pasting both the walls and the paper. For a week or so there has been no problems, but recently I have started painting, and now, bubbling is appearing. I dont get why? The plaster is sound (it is not new plaster) and I used ultra strong paste. Can anyone help as to why this is now showing signs of bubbling and peeling? Thank you.

Did you size the walls? Really thin paste allow to dry then hand lining?

Also i think you have went to drastic measures decorating this room i have never heard of stripping paint before papering EVER.
