Painting Dilema

Hello Diy Doctor Forum, first post so please be gentle.

In my kitchen which is below the bathroom (which flooded last year) there is some cracked paint which is on plaster. However this cracking is not flaking and a light sanding does not remove (perhaps I should have used better paint).

What I am proposing is to paint over the blue walls with a thick white paint as a undercoat to smooth and cover the cracking and then paint over with a another colour to lighten room. Will this solve the cracking issue?

Painting over cracks very rarely hides the cracks. They can be filled with fine surface filler as seen in our filling cracks project and then painted. This will give you more of a chance to hide cracks.
