Blisters in newly hung wallpaper

About a week ago I hung a Homebase own brand wallpaper in my living room. In the instructions that came with the wallpaper it said that blisters may appear after hanging but these would disappear as the paper dried out. They did appear and most did disappear.....but some remain. How do I get rid of them. They are mostly quite narrow 2-3" blisters in patches - some areas are completely clear.
I thought of trying a steam stripper to "re-activate" the paste and soften the paper - and then try to smooth the blisters - will this work?

Cut a cross in the blisters, apply wallpaper paste and stick the area down.

Using a clean/new blade, snap off blade. Dont lean to hard just enough pressure to cut the paper. if you know a diabetic get a needle with paste and inject paste into the paper be careful tho, only ever seen this done using muraspec tho.
