Problems painting my interior wall

Any help please.
My problem, having purchased 2 large cans of Dulux Matt Wall/ Ceiling paint, I am having great difficulty in getting the paint to adhere to the OLD silk paint that was on our textured paper wall covering. I have left the last lot of painting for 3 days to dry. When I apply the paint, it takes the other off. I am painting white onto darker paint. My 3rd coat does not want to stay. Have tried, bristle paint brush, paint pad, roller. Nothing is working?

It all fells dry, till you put the next coat on. Have tried adding water.

did you wash the walls with sugar soap first? sounds like there is a build up of dirt and grease on the walls.

matt paint or indeed any other sort of paint won't bond really well to a silk emulsion anyway due to the shiny finish but you should expect it to adhere much better than it is.

remove the new paint, wash with sugar soap and rinse well.

you might want to consider undercoating with a decent quality solvent based undercoat prior to going on with the topcoat.
