painting on plaster & on old paint

Hello
I am new to this forum and I've got a question. I've just bought a 60's house and all the rooms are blue painted with wallpaper so I had to change the color.
I tried to remove the wallpaper using a scraper and managed to take off quite a lot but I've found out that the wall had also some old (yellow) paintings behind the wallpaper.
I've managed to remove the blue tint with wallpaper with a liquid product but now i've got half of the room in plaster and half of the room with the old paint (yellow).
What should I do? Should I cover the plaster bits with some "smooth over" product ?
I want to paint the room with magnolia color but I am thinking that if I paint the way it is now, it won't look nice.
Thanks in advance

I would line the walls and paint them.

Firstly you will washed your wall with wall putty & paint it.
