Paint Bubble advice After Painting White Base Coat over Pink Silk

Hey all just wanted to ask some opinions on some bubbles that appeared when we put a base coat of white over some ghastly silk pink on the wall of our new house.

The very top white is us, the barely visible pink that we are going over is just below it and the cracked white beneath is what i think is causing the issue - they had the wall skimmed and didnt mist coat! Hence the bottom layer is dry as hell meaning the pink couldn't key into it and is now peeling as we put our new layer on :(

Do the experts around here agree with my conclusion and if so can you recommend a solid fix?

There are multiple reasons for this. Did you make sure that wall was clean and dust free prior to apply paint on it? It is just like applying screen protector on a mobile phone. if surface is not cleaned enough, you can see bubbles will start appearing after couple of days.
