Preparing for Painting Run Marks in Steamy Bathroom

Hi all, just after some advice please :-)
I decorated our bathroom about three moths ago with some paint we bought from B&Q labelled "For all rooms" including bathrooms. However, even with our bathroom window open during baths and showers, runs started to appear on the walls because of the steam. Before I redecorate with proper bathroom paint, I was wandering how I should go about cleaning this up first to make the walls into a sound surface for painting. Any advice would be great :-) Hopefully the images will show correctly.
Many thanks in advance :-)
