Polystyrene on Ceilings What's Best Way to Remove for Painting

moving into flat that has got polystyrene on the ceilings (not tiles), best way to remove and will I need to use a sealer before painting?

use a flat paint scraper, to remove the tiles, And seal the plaster with a pva solution
