Painting 9 Year old Plaster and Paint not Sticking to Surface

Hi all,

A bit of background:
I am a first time buyer of a 2007 build property. We have stripped the wallpaper off the walls and cleaned paste off using sugar soap ready to paint. Upon trying to paint, it turned out that the paint would not adhere to the wall.

Long story short, we have stripped the paint off the wall now (note there has been a fair amount of water used on these walls) and need to seal it for painting.

I have had conflicting advice...
a) Builder and decorator family friend who has been round says to seal with a mix of PVA, Water, and Matt white emulsion.
b) The internet, just mix 75/25 emulsion/water, then 90/10 emulsion/water and then paint with a full strength coat

We have had disaster after disaster so I would like to be sure before doing this!

Side note:

We had also lining papered this wall due to the paint issue, but it bubbled so we had to pull it up... and the paint had gone *roll eyes*. Unfortunately I think the walls were never actually primed for painting.

Any advice greatly appreciated!

Try BM Calcamine (sp) Recoater. No promises, but I think that is what it is made for. Maybe call BM and check on that.
