Emulsion on Bathroom Paint and how to Fix This?

Hi,

I just bought a house and the previous owners had clearly been watching house doctor - so they saw fit to make the whole house magnolia before putting it on the market.

Unfortunately, I think that they have slapped normal emulsion over the bathroom paint and now when the shower is run for any length of time, the paint goes see-through and the paint under the emulsion can be seen!

I will be re-painting the bathroom. Do I need to sand the emulsion off first or can I just put bathroom paint on top?

Any bad areas apply stain block to the walls, lightly rub down your walls and dust off and paint with trade bathroom paint
