Sanding Skirting After Glossing as Joints Showing Badly

Hi, we have had a bit of a disaster with our new skirting. It has been glossed, but i have noticed that the filler used to join two pieces together has not been sanded down properly. Therefore it looks an eyesore as you can see lumps of filler under the gloss, and I now want to sort it out. My question is; can I sand the skirting down over the gloss, and then re gloss it, or do I have to completely remove all the paint and start again?

Give it a really good rub down to flatten filler, this will take most of the gloss of and you may have to stick a little primer on it before glossing, but will look super afterwards.
