Paint peeling in bathroom after preparing surface and undercoating

Hi all.
So I'm in the bathroom, filled all cracks, holes etc lightly sanded old Matt paint, all over,sugar soaped, rinsed off and left to dry. First coat of johnstone's trade silk goes on fine. Few days later apply second coat and bubbles form but subside on drying. Few days later I wipe a small mark and bubbles appear again. I burst and nearly peel off all my paint in one go. Please please help me out. Some people say strip back and unibond pva, others say don't touch it with a roller pole. All walls are doing the same.
