Removing Dried Wallpaper Glue From Bedroom Ceiling

Hi Everyone,
I am looking for some help removing wallpaper glue from a bedroom ceiling.
The ceiling appears to be newly plastered and the person who lived there before me has papered over it.
The paper came off easily enough, there was a layer of thin papery stuff underneath which I have steamed off. What is left underneath that is a layer of what looks like glue. It is dried hard and cover about 80% of the ceiling. I have tried steaming it off which took forever to do a patch around 1 ft square, the glue seemed to kind of melt and peeled off a bit like chewing gum. I have also tried sanding it off which sort of works but doesn’t leave it quite smooth. I am concerned about the results I will get when I paint over it if I sand it all. It looks very patchy.
Can anyone suggest a better approach?
