Painting Exterior Masonry of Victorian House but Paint now Coming off

Help! Front of Victorian House painted with Sandtex masonry paint is coming off. Painted last September - dry spell. It started to come off after the first rain. It all appeared dry pre-rain, then as soon as it rained it was bubbling in places as if the water had got underneath. I noticed the worst places were where the filler was used.
The filler now in these places is wet and can be scraped easily with my thumbnail.
Why did this happen? Could the filler have still been damp when painted? Although appeared dry?
How could this be remedied now? It will be an enormous job if the filler needs removing! Note the filler said it was useable for outside and inside.
AND this work was done by a builder. He and I are in dispute.
Advice as to what has gone wrong would be so appreciated.
