Caulk or filer for holes in airing cupboard & behind toilet

Quick (and hopefully easily answered!) question, what would be best to fill these holes around the pipes (one copper) in an airing cupboard and behind the toilet in a bathroom? First thought was filler but would decorator's caulk be better for the job? (Apologies for pic quality, the pipes in the airing cupboard are right in the corner!)

Probably best to use expanding foam - this can be trimmed flat once set.

Cheers for the reply, have heard of that but never used it previously, any brands better or worse than others or are they all pretty much the same?

I haven’t noticed much difference between brands.
Your choice will be between the one with the applicator tube included and the one that needs a special gun.
If the holes in your picture are all you need to fill go for the one with the applicator tube included. Don’t forget to use gloves it pretty messy until it’s set. Also don’t try cleaning up any droppings until they have set.
