Denso Tape Problems Around Central Heating Pipes

Hi all,
I recently re-did my central heating system and had the 15mm copper radiator supplies put through the wall.
Because there are other problems with damp around the property, I was advised to use cement (rather than bonding) to fill the holes left around the pipes in ground floor walls.
Before doing so, I was also advised to protect the pipes using Denso tape, which I did. However, since then I have discovered Denso should not be used on anything over 55degC and the petroleum in the tape has started to come through the concrete in front of the pipe.
I was planning on using an interior filler to finish off the last few mm of filling before sanding and painting, but I want to make sure the Denso tape won’t cause problems in the future.
Does anyone know of any product/have any advice on how I can seal the concrete to stop the oils from coming through to the finished surface?
