Plasterboard peeling and bubbling but how do I repair?

Hi,
I'm re-decorating the hallway of a flat that the previous owner said was last decorated in about 2000. The flat was built in 1962 is nearly 60 years old.

He said that back then they'd applied a paint/water wash to the wallpapered walls. It's been a real pain getting the wallpaper off, requiring scoring, a wallpaper remover AND a steam stripper.

Unfortunately as the paper has come off, in places there are patches where I assume the top surface of the plasterboard has bubbled, or the paint peeled. And in other areas this has come right off exposing the fibrous part of the boards. See photos.

I'm looking for advice on what I need to do to repair and prepare these to make them look decent again, before painting the walls. Any knowledge and advice would be greatly appreciated!
